Kjo sepse cil\u00ebsia e arsimit dhe formimit profesional nuk fillon te dokumenti p\u00ebrfundimtar, por te vet\u00eb institucioni: te m\u00ebnyra si ai organizohet, si planifikon, si bashk\u00ebpunon, si zhvillon m\u00ebsimdh\u00ebnien, si vler\u00ebson rezultatet e t\u00eb nx\u00ebnit dhe si p\u00ebrmir\u00ebsohet vazhdimisht. N\u00eb k\u00ebt\u00eb kuptim, akreditimi nuk \u00ebsht\u00eb vet\u00ebm nj\u00eb k\u00ebrkes\u00eb ligjore; ai \u00ebsht\u00eb mekanizmi, n\u00ebp\u00ebrmjet t\u00eb cilit institucioni provon cil\u00ebsin\u00eb e vet, fiton besim publik dhe forcon vler\u00ebn e ofert\u00ebs s\u00eb tij.<\/p>\n<p><a href=\"http:\/\/qbz.gov.al\/eli\/urdher\/2025\/07\/03\/845\">Kuadri ligjor i miratuar<\/a><a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a> p\u00ebrcakton se akreditimi \u00ebsht\u00eb proces i detyruesh\u00ebm p\u00ebr ofruesit publik\u00eb dhe jopublik\u00eb t\u00eb AFP-s\u00eb q\u00eb ofrojn\u00eb programe q\u00eb \u00e7ojn\u00eb n\u00eb kualifikime profesionale t\u00eb plota dhe\/ose t\u00eb pjesshme, t\u00eb referuara n\u00eb nivelet 2\u20135 t\u00eb Korniz\u00ebs Shqiptare t\u00eb Kualifikimeve, p\u00ebrfshir\u00eb validimin e t\u00eb nx\u00ebnit joformal dhe informal dhe kualifikimet e t\u00eb nx\u00ebnit gjat\u00eb gjith\u00eb jet\u00ebs.<\/p>\n<p>N\u00eb p\u00ebrputhje me k\u00ebt\u00eb kuad\u00ebr ligjor, akreditimi \u00ebsht\u00eb njohja formale nga institucioni akreditues q\u00eb konfirmon se ofruesi p\u00ebrmbush standardet dhe kriteret ligjore t\u00eb cil\u00ebsis\u00eb. Ai njihet sepse provon, me evidenca dhe sipas nj\u00eb kuadri t\u00eb miratuar, se p\u00ebrmbush standarde t\u00eb qarta cil\u00ebsie.<\/p>\n<p>Rregullorja e akreditimit e nd\u00ebrton k\u00ebt\u00eb vler\u00ebsim mbi fusha t\u00eb cil\u00ebsis\u00eb, n\u00ebnfusha, tregues, kritere baz\u00eb dhe kritere plot\u00ebsuese. Pra, cil\u00ebsia nuk mbetet nj\u00eb deklarat\u00eb e p\u00ebrgjithshme, por kthehet n\u00eb nj\u00eb standard t\u00eb verifikuesh\u00ebm.<\/p>\n<p>P\u00ebr institucionin, kjo do t\u00eb thot\u00eb m\u00eb shum\u00eb seriozitet institucional, m\u00eb shum\u00eb besueshm\u00ebri dhe m\u00eb shum\u00eb pesh\u00eb publike.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<h5><strong>Akreditimi nuk \u00ebsht\u00eb thjesht kontroll \u2014 \u00ebsht\u00eb kultur\u00eb cil\u00ebsie<\/strong><\/h5>\n<p>Akreditimi \u00ebsht\u00eb shum\u00eb m\u00eb tep\u00ebr sesa nj\u00eb procedur\u00eb formale. Nuk \u00ebsht\u00eb fundi i nj\u00eb procesi \u2014 \u00ebsht\u00eb fillimi i nj\u00eb kulture. \u00cbsht\u00eb rruga p\u00ebr t\u00eb forcuar autonomin\u00eb profesionale, duke rritur besimin, avantazhin dhe garancin\u00eb p\u00ebr cil\u00ebsin\u00eb e pun\u00ebs. Kjo qasje e vendos institucionin jo p\u00ebrball\u00eb nj\u00eb barre administrative, por p\u00ebrball\u00eb nj\u00eb mund\u00ebsie p\u00ebr t\u2019u zhvilluar si organizat\u00eb q\u00eb vler\u00ebson veten, mat performanc\u00ebn, reflekton dhe p\u00ebrmir\u00ebsohet.<\/p>\n<p>&nbsp;<\/p>\n<h5><strong>Akreditimi rrit prestigjin, transparenc\u00ebn dhe konkurrueshm\u00ebrin\u00eb e institucionit<\/strong><\/h5>\n<p>Akreditimi rrit prestigjin, transparenc\u00ebn dhe konkurrueshm\u00ebrin\u00eb e institucionit, duke e b\u00ebr\u00eb pjes\u00eb t\u00eb nj\u00eb \u201cklubi cil\u00ebsie\u201d. Kjo \u00ebsht\u00eb me r\u00ebnd\u00ebsi t\u00eb ve\u00e7ant\u00eb p\u00ebr institucionet publike dhe jopublike q\u00eb duan t\u00eb dallohen p\u00ebr seriozitetin, standardin dhe besueshm\u00ebrin\u00eb e ofert\u00ebs s\u00eb tyre. T\u00eb jesh i akredituar do t\u00eb thot\u00eb t\u00eb jesh institucion q\u00eb nuk k\u00ebrkon vet\u00ebm t\u00eb ekzistoj\u00eb n\u00eb tregun e AFP-s\u00eb, por t\u00eb njihet si standard p\u00ebr t\u00eb tjer\u00ebt, ve\u00e7an\u00ebrisht p\u00ebr nx\u00ebn\u00ebsit dhe biznesin.<\/p>\n<h5><strong>Akreditimi e ndihmon institucionin t\u00eb nd\u00ebrtoj\u00eb dhe t\u00eb mbaj\u00eb mekanizma t\u00eb brendsh\u00ebm t\u00eb sigurimit t\u00eb cil\u00ebsis\u00eb<\/strong><\/h5>\n<p>Korniza e akreditimit k\u00ebrkon q\u00eb institucioni ofrues i AFP-s\u00eb t\u00eb marr\u00eb dhe t\u00eb mbaj\u00eb p\u00ebrgjegj\u00ebsin\u00eb e drejtp\u00ebrdrejt\u00eb n\u00eb nd\u00ebrtimin e cil\u00ebsis\u00eb. Ai duhet t\u00eb ngrej\u00eb ekipin e sigurimit t\u00eb cil\u00ebsis\u00eb, t\u00eb hartoj\u00eb raportin e vet\u00ebvler\u00ebsimit, t\u00eb p\u00ebrgatitet p\u00ebr vler\u00ebsimin e jasht\u00ebm, t\u00eb mbledh\u00eb evidenca dhe t\u00eb hartoj\u00eb plane p\u00ebr p\u00ebrmir\u00ebsimin e cil\u00ebsis\u00eb. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, akreditimi e ndihmon institucionin t\u00eb kaloj\u00eb nga nj\u00eb qasje spontane ose e cop\u00ebzuar n\u00eb nj\u00eb qasje t\u00eb organizuar, t\u00eb q\u00ebndrueshme dhe t\u00eb orientuar drejt p\u00ebrmir\u00ebsimit t\u00eb vazhduesh\u00ebm. P\u00ebr institucionin, kjo sjell rritje t\u00eb kapaciteteve t\u00eb brendshme, m\u00eb shum\u00eb qart\u00ebsi n\u00eb funksionim dhe nj\u00eb kultur\u00eb pune m\u00eb profesionale.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<h5><strong>Akreditimi e vler\u00ebson institucionin n\u00eb t\u00ebr\u00ebsin\u00eb e funksionimit t\u00eb tij<\/strong><\/h5>\n<p>Nj\u00eb nga cil\u00ebsit\u00eb kryesore t\u00eb kuadrit ligjor t\u00eb akreditimit \u00ebsht\u00eb se ai nuk e sheh institucionin vet\u00ebm nga nj\u00eb k\u00ebnd. Standardet e akreditimit vler\u00ebsojn\u00eb pes\u00eb fusha t\u00eb cil\u00ebsis\u00eb:<\/p>\n<ul>\n<li>menaxhimin;<\/li>\n<li>marr\u00ebdh\u00ebnien dhe bashk\u00ebpunimin;<\/li>\n<li>kurrikul\u00ebn e zbatuar;<\/li>\n<li>m\u00ebsimdh\u00ebnien dhe t\u00eb nx\u00ebnit;<\/li>\n<li>vler\u00ebsimin.<\/li>\n<\/ul>\n<p>Kjo do t\u00eb thot\u00eb se institucioni vler\u00ebsohet si nj\u00eb t\u00ebr\u00ebsi funksionale: si planifikon, si monitoron, si menaxhon dokumentet dhe t\u00eb dh\u00ebnat, si zhvillon stafin, si menaxhon burimet, si bashk\u00ebpunon me biznesin dhe komunitetin, si zbaton kurrikul\u00ebn dhe si vler\u00ebson rezultatet e t\u00eb nx\u00ebnit.<\/p>\n<p>Nj\u00eb proces i till\u00eb e ndihmon institucionin t\u00eb kuptoj\u00eb m\u00eb qart\u00eb pikat e forta dhe fushat ku duhet t\u00eb p\u00ebrmir\u00ebsohet.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<h5><strong>Akreditimi krijon lidhje t\u00eb qarta e t\u00eb q\u00ebllimta nd\u00ebrmjet institucionit, bot\u00ebs s\u00eb pun\u00ebs dhe ekosistemit<\/strong><\/h5>\n<p>Vlera e nj\u00eb institucioni t\u00eb akredituar nuk matet vet\u00ebm brenda mureve t\u00eb tij, por edhe n\u00eb m\u00ebnyr\u00ebn si njihet nga t\u00eb tjer\u00ebt.<\/p>\n<p>P\u00ebr nx\u00ebn\u00ebsin, institucionet e akredituara jan\u00eb ato ku aft\u00ebsit\u00eb marrin vler\u00eb reale, sepse zhvillohen n\u00eb nj\u00eb mjedis q\u00eb planifikon, mat dhe p\u00ebrmir\u00ebsohet vazhdimisht. P\u00ebr biznesin, institucionet e akredituara japin m\u00eb shum\u00eb garanci q\u00eb certifikatat dhe rezultatet e t\u00eb nx\u00ebnit pasqyrojn\u00eb kompetenc\u00eb profesionale reale.<\/p>\n<p>P\u00ebr vet\u00eb institucionin, kjo do t\u00eb thot\u00eb se akreditimi rrit besimin e nx\u00ebn\u00ebsve, t\u00eb familjeve, t\u00eb pun\u00ebdh\u00ebn\u00ebsve dhe t\u00eb partner\u00ebve, duke e b\u00ebr\u00eb ofert\u00ebn e tij m\u00eb t\u00eb besueshme dhe m\u00eb t\u00eb vlefshme.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<h5><strong>Akreditimi i jep institucionit status, por edhe p\u00ebrgjegj\u00ebsi<\/strong><\/h5>\n<p>Akreditimi nuk \u00ebsht\u00eb nj\u00eb status q\u00eb fitohet nj\u00eb her\u00eb dhe mbetet i pandryshuar. Sipas kuadrit ligjor t\u00eb procesit t\u00eb akreditimit, edhe pas marrjes s\u00eb statusit t\u00eb akreditimit, institucioni monitorohet p\u00ebr t\u00eb verifikuar p\u00ebrputhshm\u00ebrin\u00eb n\u00eb vijim\u00ebsi me kriteret baz\u00eb dhe plot\u00ebsuese.<\/p>\n<p>Institucionet e akredituara duhet t\u00eb sigurojn\u00eb n\u00eb vijim\u00ebsi p\u00ebrputhshm\u00ebri me standardet, t\u00eb leht\u00ebsojn\u00eb proceset e monitorimit, t\u00eb informojn\u00eb Agjencin\u00eb Komb\u00ebtare t\u00eb Arsimit, Formimit Profesional dhe Kualifikimeve p\u00ebr ndryshime q\u00eb ndikojn\u00eb n\u00eb statusin e akreditimit dhe t\u00eb konsultohen paraprakisht p\u00ebr situata q\u00eb mund ta cenojn\u00eb at\u00eb.<\/p>\n<p>Kjo e b\u00ebn akreditimin nj\u00eb marr\u00ebdh\u00ebnie t\u00eb q\u00ebndrueshme p\u00ebrgjegjshm\u00ebrie dhe besimi midis institucionit dhe sistemit t\u00eb sigurimit t\u00eb cil\u00ebsis\u00eb.<\/p>\n<p>&nbsp;<\/p>\n<h5><strong>Akreditimi \u00ebsht\u00eb i lidhur drejtp\u00ebrdrejt me legjitimitetin e ofert\u00ebs dhe t\u00eb certifikimit<\/strong><\/h5>\n<p>Kuadri ligjor p\u00ebrcakton qart\u00eb se institucionet ofruese t\u00eb arsimit dhe formimit profesional mund t\u00eb l\u00ebshojn\u00eb certifikata p\u00ebr kualifikime t\u00eb plota dhe\/ose t\u00eb pjesshme t\u00eb lidhura me nivelet 2\u20135 t\u00eb KSHK-s\u00eb vet\u00ebm pas vendimit pozitiv p\u00ebr akreditimin institucional. Nd\u00ebrsa institucionet q\u00eb nuk e kan\u00eb fituar ose nuk e mbajn\u00eb rregullisht statusin e institucionit t\u00eb akredituar nuk mund t\u00eb l\u00ebshojn\u00eb certifikata profesionale t\u00eb referuara n\u00eb k\u00ebto nivele dhe nuk mund t\u00eb reklamojn\u00eb k\u00ebt\u00eb status.<\/p>\n<p>Kjo do t\u00eb thot\u00eb se akreditimi nuk \u00ebsht\u00eb vet\u00ebm instrument cil\u00ebsie, por edhe element themelor i legjitimitetit institucional.<\/p>\n<p>&nbsp;<\/p>\n<h5><strong>Akreditimi e ndihmon institucionin t\u00eb planifikoj\u00eb m\u00eb mir\u00eb t\u00eb ardhmen e <\/strong><strong>tij<\/strong><\/h5>\n<p>Procesi i akreditimit nuk lidhet vet\u00ebm me gjendjen aktuale t\u00eb institucionit. Ai k\u00ebrkon plane afatmesme dhe vjetore, evidenca p\u00ebr burimet njer\u00ebzore, kurrikul\u00ebn, infrastruktur\u00ebn, marr\u00ebveshjet me biznesin, raportet e vet\u00ebvler\u00ebsimit dhe dokumente t\u00eb tjera q\u00eb tregojn\u00eb jo vet\u00ebm ku \u00ebsht\u00eb institucioni sot, por edhe si planifikon t\u00eb zhvillohet. Kjo e shtyn institucionin t\u00eb punoj\u00eb me vizion, me dokumentim dhe me orientim strategjik.<\/p>\n<p>Akreditimi, n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, e ndihmon institucionin t\u00eb b\u00ebhet m\u00eb i strukturuar, m\u00eb i p\u00ebrgjegjsh\u00ebm dhe m\u00eb i aft\u00eb p\u00ebr t\u00eb nd\u00ebrtuar zhvillim afatgjat\u00eb.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<h5><strong>\u00c7far\u00eb p\u00ebrfaq\u00ebson akreditimi p\u00ebr nj\u00eb institucion ofrues t\u00eb AFP-s\u00eb?<\/strong><\/h5>\n<p>P\u00ebr nj\u00eb institucion ofrues t\u00eb AFP-s\u00eb, akreditimi p\u00ebrfaq\u00ebson disa vlera nj\u00ebkoh\u00ebsisht:<\/p>\n<ul>\n<li><strong>Garanci<\/strong>, sepse tregon se institucioni punon mbi standarde dhe jo mbi rast\u00ebsi.<\/li>\n<li><strong>Besim<\/strong>, sepse rrit njohjen dhe seriozitetin e tij n\u00eb syt\u00eb e nx\u00ebn\u00ebsve, familjeve, partner\u00ebve dhe tregut.<\/li>\n<li><strong>Cil\u00ebsi<\/strong>, sepse mb\u00ebshtetet n\u00eb mekanizma t\u00eb brendsh\u00ebm dhe t\u00eb jasht\u00ebm t\u00eb vler\u00ebsimit dhe p\u00ebrmir\u00ebsimit.<\/li>\n<li><strong>Diferencim<\/strong>, sepse e dallon institucionin si ofrues q\u00eb plot\u00ebson standarde dhe meriton njohje formale.<\/li>\n<li><strong>Avantazh konkurrues<\/strong>, sepse e b\u00ebn ofert\u00ebn e tij m\u00eb t\u00eb vlefshme dhe m\u00eb t\u00eb besueshme.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<h5><strong>N\u00eb thelb<\/strong><\/h5>\n<p>Akreditimi p\u00ebr institucionet ofruese t\u00eb arsimit dhe formimit profesional nuk \u00ebsht\u00eb thjesht nj\u00eb procedur\u00eb administrative dhe as vet\u00ebm nj\u00eb k\u00ebrkes\u00eb p\u00ebr pajisje me dokumente.
